"Your contractors are federal racketeers, Senator," I said, my voice steady as iron, entirely devoid of any emotion or hesitation. "And if they're in my base brig, it's because the Uniform Code of Military Justice provides absolute jurisdiction over any civilian entity attempting to sabotage a federal resource sanctuary. They aren't leaving those cells until the federal marshals arrive with the master grand jury indictments."

A low, amused chuckle echoed through the line, sending a cold current of adrenaline straight through my neck. "Federal marshals? Please, Colonel. Let’s not be dramatic. My legal team just finalized an emergency legislative rider through the state committee, permanently grandfathering the entire Hayes development sector out of the federal sanctuary zone, retroactively effective to midnight last night. The land is completely corporate now, Claire. Your military deeds are legally null and void within the state limits."

He paused, his voice dropping into a freezing, clinical baritone that carried an untouchable political authority.

"By 6:00 a.m. tomorrow, the state police network will be canceling your local warrants, Daniel Hayes will be released on nominal bail, and a state court order will be executed to remove you and your children from that base medical pavilion. I suggest you pack your bags and accept the corporate settlement my firm offered your attorneys before the sun rises over the river."

The line went completely dead, leaving nothing but a cold, hollow dial tone that resonated through the quiet concrete bunker.

I stood slowly, my height dominating the small operations desk, my hands flat against the steel counter. I looked down at the gold-embossed stars on Major General Vance's collar, then turned my head to look through the glass security window toward the base medical wing, where my twin infants, Ethan and Grace, were sleeping safely inside their climate-controlled bassinets.

"General Vance," I said, my voice dropping into that quiet, lethal frequency that my platoon used to hear right before we crossed a hostile border. "The Senator thinks he just rewrote the state laws to bypass our sanctuary matrix. He forgot that the original land grant deed for this naval base includes the entire coastal river basin under the 1941 Federal Maritime Defense Act."

Vance’s eyes widened, a sharp, victorious satisfaction breaking through his weathered face. "The maritime defense act... it supersedes any state legislative riders or municipal rezoning grants unconditionally during a designated regional security review."

"Exactly," I nodded, my fingers flying across the administrative keyboard as I unlocked the master operational logs for the eastern command sector. "We’re not waiting for the district attorney to fight his state committees in court tomorrow morning, General. I’m triggering an immediate federal security isolation protocol over the entire development zone. We’re deploying the military police units to the Apex Development headquarters tonight to secure the primary transaction drives from the root."
