"She’s not lying about the mandate, Harris," Nathaniel said, a small, cold smile touching his lips as he pulled his mobile device from his pocket. "But she made the same mistake Rachel—sorry, Vivien—did. She assumed I was only looking at the active Vanguard ledgers when I executed the database sweep at their headquarters."
Harris turned to look at him, confusion clouding her features. "What do you mean?"
"When I was inside the server core during the raid," Nathaniel explained, scrolling through a series of highly encrypted documents on his screen, "I didn't just download the Cyprus money laundering files. I executed a comprehensive deep-system sweep of Julianna’s private consultancy database—the one she used to manage her father's legislative calendar."
Nathaniel held up the screen, displaying a document dated three weeks ago, bearing Senator Julian Croft's official digital signature.
"Look at the land registry coordinates for the eminent domain mandate zone," Nathaniel said, pointing to the highlighted text lines on the monitor. "The Senator didn't just include the base perimeter land. He secretly shifted the boundary lines to encompass four hundred acres of protected wetlands owned by a shell corporation called 'Horizon Holdings'—a company registered to Julianna’s private offshore account."
Harris’s eyes widened as she scanned the technical data. "He was using a federal infrastructure mandate to line his own daughter’s pockets with public conservation funds."

"And because it’s a federal mandate, using private shell companies to extract public conservation funds constitutes a direct violation of the federal Land Deception and Anti-Racketeering Acts. It’s an unpardonable felony, Harris."
She tapped the screen, executing a single command line that forwarded the entire consultancy database file to the FBI Financial Crimes Division secure portal down the block.
